    In this instance after being able to review it, I think the call should have been not releasing the ball on green, penalty in favor of blue.

    Yeah, I agree the only possible call should have been entering the ruck from the side. Blue 12 had a clean poach since both green players are off of their feet, neither of them can set the ruck. Therefore, both green players are on the ground, one is placing the ball and there is no ruck formed. Blue 12 has a clean poach initially, which refers back to my previous point. Since he poached before the ruck was formed, and the ruck formed after he had hands on the ball, some referees let that play,
